I heard it explained this way once: Good deeds, while good, cannot compensate for bad deeds that are still a problem. The only way to account for something bad that is happening is to stop it, not to try and drown it out with good deeds. This is because suffering and happiness are not drawn from the same pool, and so long as you're generating a lot of suffering, you won't be able to out-happy the suffering.
